Mac and Cheese Meatloaf Casserole

2 cups elbow macaroni

2 tablespoons butter

2 tablespoons flour

2 cups whole milk

2 cups shredded cheddar cheese

1/2 teaspoon garlic powder

Salt and pepper, to taste

Optional Topping:
1/2 cup shredded cheese

1/4 cup breadcrumbs or crushed crackers

1 tablespoon melted butter

Step-by-Step Instructions
Step 1: Preheat Oven
Preheat your oven to 375°F (190°C). Lightly grease a 9×13-inch baking dish or casserole dish with butter or cooking spray.

Step 2: Make the Meatloaf Base
In a large mixing bowl, combine the breadcrumbs and milk. Let it sit for 2–3 minutes to soften.

Add ground beef, egg, chopped onion, minced garlic, ketchup, Worcestershire sauce, salt, and pepper.

Mix with clean hands or a spatula just until combined — don’t overmix.

Press the meat mixture evenly into the bottom of the prepared baking dish to form the first layer.
