Step 3: Prepare the Mac and Cheese
While the meatloaf layer is baking, bring a large pot of salted water to a boil. Cook the macaroni according to package instructions until al dente. Drain and set aside.
In a saucepan over medium heat, melt butter. Add flour and whisk constantly for 1–2 minutes to form a roux.
Slowly pour in the milk, whisking to avoid lumps. Cook 3–5 minutes until thickened.
Lower heat and add shredded cheese, garlic powder, salt, and pepper. Stir until melted and smooth.

Remove the baking dish from the oven.
Spoon the mac and cheese over the meatloaf layer, spreading it evenly.
If using the topping, mix shredded cheese, breadcrumbs, and melted butter together in a small bowl, then sprinkle evenly over the mac and cheese.
Step 5: Bake
Return the assembled casserole to the oven. Bake uncovered for 15–20 minutes, or until the top is golden and bubbly. If needed, broil for an additional 2–3 minutes for extra crispness.
Step 6: Rest and Serve
Remove from the oven and let rest for 5–10 minutes before slicing. Serve warm with your favorite sides.
